[tldistro] some instructions for packagers are probably missing

Hello,

I have a tiny request for next year (or rather a question since I'm
not really sure what would be best to do here).

At the moment every single maintainer of TeX Live on various
distributions has to sort out issues of TeX Live on his own (how to
package files, how many package to make and how to make them, what
parts need patching).

As a consequence, ConTeXt never works out of the box. Maintainers do
change texmf.cnf (they realize that latex doesn't work), but they
don't know that they are also supposed to change texmfcnf.lua.

I'm sure that there might be other similar issues (search path for
texmf.cnf, maybe updmap and language.dat, ...)

I think that some kind of README (text or pdf) is missing, explaining
what exactly has to be taken care of when tlmgr is not used and what
exactly needs testing. But I'm not exactly sure what that would be.

In ideal world the packager would only need "./configure --long --list
--of --options" & "make" & "make install".
