[tldistro] initial search path for texmf.cnf

Hi everyone,
(hoping Peter is around here)
I have a slight problem in getting kpse library find the initial texmf.cnf.
THe Debian dist layou is quite standard:
/usr/bin/tex (and all the other progs)
/usr/share/texmf/web2c/texmf.cnf
But it seems that kpsewhich only searches for it in
/nonesuch
# kpsewhich -debug=-1 -show-path texmf.cnf
kdebug:Search path for cnf files (from compile-time paths.h)
kdebug: = /nonesuch
kdebug: before expansion = /nonesuch
...
Actually we have a patch that adapts
texk/kpathsea/texmf.cnf
to the paths used in Debian, and in TL2009 this file was used to create
the include file
paths.h
(as far as I remember).
Is there a similar way to get this in TL2011?
