Your map file generation appears to be broken somewhere.

bchro8r is in the standard map files, i.e.,
$ grep bchro8r `kpsewhich psfonts.map`
bchro8r CharterBT-Roman ".167 SlantFont TeXBase1Encoding ReEncodeFont" <8r.enc <bchr8a.pfb

It comes from charter.map, which in TL is included via the psnfss package.
