just a note:

When exporting TL_CONFIGURE_ARGS from a Makefile, this quoting results
in

#define WEB2CVERSION " ("TeX Live 2009/Debian")"

in c-auto.h which naturally doesn't compile. One quoting level is enough
in this case.
