    I want a precise specification of the tarball structure before I start
    that. We never really came to a conclusion as to the layout.

Then forget it, and just practice patience :).  I want to make a test
release at least as much as you do, believe me.  There's little point in
working on a tarball until we have sources we want to ask people to
compile.  That is what I have been focusing on.  The tarball is trivial
in comparison with everything else.
