[tlbuild] texlive-source: building detex

Hello,

another one: we noticed that building detex fails on single job 
machines, b/c the subdir, where the compiled files should be written to, 
does not exist when gcc is called [1] [2]. I applied the patch [3] as 
suggested in the last message in the bug and the issue is solved.

Consider to apply the patch to tl-sources. Thanks!
