I just recompiled the whole TL this morning and rebuilt the formats.
I ran:

      mtxrun --generate
      context --luatex --generate

But Context is still broken, with the same error message.

Yes, with the help of Richard Koch, I could reach this conclusion.

This might be the only way to run context on TeX Live 2025 for
OpenBSD... :(  I have no idea how this can be fixed and why this
latest context is broken.
