This is exactly the same output as I have on the TL2019 binaries for
aarch64-linux (Debian Stretch) as well as armhf-linux (Arch Linux ARM).

For the build tests, the tests in question were never problematic for
me (aarch64-linux, TL trunk -r51141):
tail -n 1 Work/texk/web2c/luatexdir/lua*image.log
==> luaimage.log <==
PASS luatexdir/luaimage.test (exit status: 0)

==> luajitimage.log <==
PASS luatexdir/luajitimage.test (exit status: 0)


Otherwise I'd have intervened much earlier (-:


So presumably this is not (only) a generic bug in TL itself, but has to
do with your build environment. What do your logs say what exactly went
wrong?
