In this section you write:

   (a) -liconv must be available as a locally-built static library
       because it is not in the CentOS package system

On glibc systems, you don't need a separate libiconv, because glibc
includes the full suite of character set converters already.
If glibc was installed (by the distributor) without its many character
set conversion modules, surely the distributor has a binary package
available to install them (in /usr/lib/gconv/ or
/usr/lib/x86_64-linux-gnu/gconv/ or similar)?
