[tlbuild] XeTeX on amd64-freebsd: two freetype?

There are reports earlier today that xetex will not run on FreeBSD
because of a missing library, libfreetype.so.9.

On FreeBSD 11.0-CURRENT (x86-64 aka amd64), I find the vendor-supplied
freetype library is

	/usr/local/lib/libfreetype.so.6.12.3

and on FreeBSD 12.0-RELEASE-p3 (x86-64 aka amd64), I find

	/usr/local/lib/libfreetype.so.6.16.1

The latter is running the latest FreeBSD 12 release, and was updated
earlier today.

I've built a private freetype on FreeBSD 11.0-CURRENT, but it has the
same libfreetype.so.6.12.3 version numbers as that from the FreeBSD
package distribution.

Neither system has any mention of xetex's dependence on
libfreetype.so.9.

So, was the FreeBSD build perhaps done on an unreleased 13.x test
version, or was there a locally-added freetype installation?
