[tlbuild] wget for x86_64-darwin

Folks,

Earlier I had failed to notice that the build instructions for wget on the TUG "TeX Live build procedure" page DO NOT run

	./configure

but instead RUN

	./configure --enable-ipv6 --disable-iri --disable-nls --disable-ntlm --disable-pcre --without-libiconv-prefix --without-libintl-prefix --without-libpsl --without-libuuid --without-ssl --without-zlib
