[tlbuild] dvisvgm-2.5 in TL

Karl,

I built the current sources on the Macintosh (system 10.11.6, El Capitan) without problems.

Afterward, I searched the console for "checking for statically linking C++ runtime library". There were many
such messages, and all said "not supported."
