[tlbuild] Building without ICU

Hi,

What's the magic command to exclude any binaries from TL build that
depend on ICU?
(I have some problems building ICU on some exotic platform and would
like to test the rest of the build.)

I know I need to exclude XeTeX, but there are a couple of other dependents.
