[tlbuild] autoreconf/aclocal breaks in dvisvgm

Actually, it is the same on TeX Live upstream as i ... only that there
the error is ignored on ./reautoconf:

  ./reautoconf: running "autoreconf -v --no-recursive texk/dvisvgm"
  autoreconf: Entering directory `texk/dvisvgm'
  autoreconf: configure.ac: not using Gettext
  autoreconf: running: aclocal
  aclocal: error: couldn't open directory 'm4': No such file or directory
  autoreconf: aclocal failed with exit status: 1

This is with 
  ./reautoconf: using "autoconf" = autoconf (GNU Autoconf) 2.69
  ./reautoconf: using "autoheader" = autoheader (GNU Autoconf) 2.69
  ./reautoconf: using "automake" = automake (GNU automake) 1.15.1
  ./reautoconf: using "aclocal" = aclocal (GNU automake) 1.15.1
  ./reautoconf:       if you want to use different versions, set TL_AUTOCONF,
  ./reautoconf:               TL_AUTOHEADER, TL_AUTOMAKE, and/or TL_ACLOCAL.
  ./reautoconf: running "autoreconf -v --no-recursive ."

Karl, does this happen on your machine, too, when reautoconf-ing, 
what is going on here?
