[tlbuild] autoreconf/aclocal breaks in dvisvgm

Hi Karl or anyone knowledgable in that,

I am running similar code like the reautoconf tool, but it hangs in
dvisvgm directory. Same when doing it manually:
  $ autoreconf -f --no-recursive -i texk/dvisvgm/
  aclocal: error: couldn't open directory 'm4': No such file or directory
  autoreconf: aclocal failed with exit status: 1
  $
Same happens when I do aclocal in the texk/dvisvgm directory. Running
aclocal with --verbose I don't get more useful information, that is the
end of the output:
  aclocal: found macro KPSE_CAIRO_OPTIONS in ../../m4/kpse-cairo-flags.m4: 23
  aclocal: found macro KPSE_CAIRO_SYSTEM_FLAGS in ../../m4/kpse-cairo-flags.m4: 27
  aclocal: found macro KPSE_ASM_UNDERSCORE in ../../m4/kpse-asm.m4: 13
  aclocal: found macro AX_CXX_COMPILE_STDCXX in ../../m4/ax_cxx_compile_stdcxx.m4: 49
  aclocal: error: couldn't open directory 'm4': No such file or directory
Any ideas?
