I haven't seen any followup to this, but I just want to report that the  
test also fails on i386-cygwin (but not x86_64-cygwin):

../../../texk/makejvf/tests/tmin10.vf tmin10.vf differ: byte 856, line 1
FAIL makejvf.test (exit status: 1)
