[tlbuild] xetex + libicudata.a

Can't do a proper build because libicudata.a isn't in the right
directory. Good reason why not?

When building xetex it expects to find libicudata.a in
Work/libs/icu/icu-build/lib/. Not there but is in
Work/libs/icu/icu-build/stubdata/libicudata.a.

I see some comments that you can ignore the icu code and use the system
supplied ones (Debian wheezy/raspbian). What incantation?
