[tlbuild] dvisvgm link errors when building with --with-system-libgs

Dear all,

The subject line pretty much says it all.  When I build tex, I use
--with-system-libgs, and the link command for dvisvgm fails, due to numerous
missing symbols, mostly beginning with "gsapi_".  Running the link command
manually with -lgs added right before the last argument (-lz) succeeds.
(I'm not sure whether the order of the arguments matters, this is just what
I tried, and it worked.)
