[tlbuild] Unable to update tlmgr

I install the pretest last week (in /opt/texlive), and today I tried
to update it so that I could see if gnupg2 was being used for the
verification.

An inital run of 'tlmgr update --list' showed a lot of updates, so I
tried to update and of course it told me to use
update-tlmgr-latest.sh, so I downlaoded that.

root at deluxe ~ #sh update-tlmgr-latest.sh

I can see the Verifying message, so that part works.  Is this a bug,
or do I need to reinstall ?
