[tlbuild] Another progress report for TeX Live 2016 builds at Utah

After I returned from a week-long trip, yesterday I spent the day doing
more TeX Live 2016 builds from a fresh source tree snapshot, and today,
I updated the Web page at

	http://www.math.utah.edu/pub/texlive/

to reflect that progress.  There are now 43 builds available there,
17 of which are already part of the TeX Live 2016 pre-test release
that I installed here yesterday.

That Web site also contains new sections on installing and updating
the pre-test installations at end-user sites.
