Also, at Apostolos' suggestion, on Debian 8 x86-64, I removed the
symlink that I created for /usr/lib/x86_64-linux-gnu/libXmu.so, then
used apt-get to remove, and then reinstall, the packages
libxaw7-dev libxmu-dev xaw3dg-dev
That correctly installed the previously-missing symlink. I have no
idea why it was missing; I don't muck about in vendor directories, and
the machine is quite new.
