[tlbuild] strstr universal?

Karl Berry asks about the availability of the nonstandard function
strstr() on current platforms.  I tested his short test program on
about 40 flavors of Unix, and found that strstr was found on all of
them. 

The one system that I could not test today is GNU/Hurd; that system
is down with a disk failure.
