[tlbuild] Allow for building synctex as shared library

Hi Peter,

thanks for including/extending the changes.

I have not tried the following:
* get the three changes from svn 34447-34449
* remove various parts of the patches  that are generated at
  reautoconf:
  34447: remove patches for Makefile.in, configure
  34448: remove patches for Makefile.in, configure
  34449: remove patches for configure web2c/configure */Makefile.in
* patch the TL2014 sources (as on the DVD) with it
* reautoconf and build

ANd I always get an error beuilding *detex* ??? Which surprises
me - I didn't change anything realted to detex. The only change
that could influence something would be the change to aclocal.m4
where now kpse-lib-version.m4 is also loaded.

The error while building detex is:

The only changes outside of the synctexdir/libkpathsea/libptexenc
are in
 texk/web2c/ac/web2c.ac              |    7 +++++
 texk/web2c/aclocal.m4               |    1 
 texk/web2c/configure.ac             |    8 ++++++

Do you see any reason why this strange thing happens?
