[tlbuild] [tex-live] freezes for TL14

Hi Dich,

Well, unfortunately it all happened in such a rush that we made one little
goof: our bandaid to libc++ on MacOS 10.9 actually causes a hang on some
examples on all platforms (simply put, we forgot about the possibility of
letters appearing in scientific notation, like 1e-02).

I've just fixed this (and also limited the scope of the bandaid to #ifdef
__APPLE__, to contain any unforeseen damage). I'm building 1.31 release as
I type and it should be uploaded in about 15 minutes.

Please accept my apologies for the trouble we've caused!
