[tlbuild] New xindy: Undefined symbol "locale_charset"

Hi all,

With new xindy from fresh tlpretest (rsync'ed 10 minutes ago) I got:

% xindy -V
xindy release: 2.5.0
xindy script version: 1.18
/usr/local/texlive/2014/bin/amd64-freebsd/xindy.run: Undefined symbol "locale_charset"

This is the first time I see such a message.

What could it be?
