[tlbuild] dvisvgm

The dvisvgm in tl2014 in being built with Postscript special
processing permanently disabled. This is even worse than 2013 where
the user could at least configure dynamic access to libgs.

Martin Gieseking has recently reported to me that he has developed
a simple and reliable way for dvisvgm to find libgs dynamically:

  just try to dlopen libgs.so.9 first, if it fails, try libgs.so.8
  etc. Since there are only few different ABI versions still in use,
  that should be a practical way to go.

But AFAIK, that hasn't been committed yet.

Could that also be a strategy for building dvisvgm?
