[tlbuild] Build instructions for biber

Hi,

I'm trying to build biber binaries on NetBSD for the upcoming TeX
Live 2014.

Following the instructions of the biber.pdf file in the source
tree (section 4.4), I did everything up to "Build install".

Then it is stated that, for new architectures (this is the case),
a subdirectory should be created in the dist directory and that a
biber.files file should be copied and adapted from an existing
architecture.  But I can't no dist directory and no biber.files
file.

Did I do something wrong? Does anybody has the right build
instructions?
