No. You are free to write one, or read the installer.
Or you can look into the Debian/SuSE/RedHat packaging and how they do it,
as they have to do the same things. And it is not trivial if you
want to have splitting or only partial installs.

For full installations (everything), the following *MIGHT* in principle work:
* copy the whole tree Master/texmf-dist to .../texlive/2013/texmf-dist
* compile the sources
* copy the files from inst/bin/<ARCH> to ..../texlive/2013/bin/<ARCH>
* run mktexlsr ; updmap-sy ; fmtutil-sys --all

THis *might* give you most functionality, but not libfontconfig
integration.
