[tlbuild] openbsd-current build problem

I was building texlive from ftp://tug.org/historic/systems/texlive/2013/texlive-20130530-source.tar.xz and ran into the following problem:

$ env TL_MAKE=gmake ./Build --debug --disable-xindy
