[tlbuild] broken documentation for building Clisp

    it takes me to a useless `Log of /trunk/Build/source/utils/README'.

It is not useless.  Right after the link on build.html, I wrote this:
   [clisp build] info is at the end of source/utils/README

Thus, if you look at the end of Build/source/utils/README, either online
or in your checkout, you will see what I've written down about building
clisp.

I considered making the link go to one of the direct views of the file
instead of the log, but felt the simpler url was better, overall.
