[tlbuild] trial builds for TL'13

On two macs (with different versions, compilers and settings) the
following two tests fail (but the binaries get built successfully).

On the first one there is no LANG variable defined, but I have
    LC_ALL="sl_SI.UTF-8"
    LC_CTYPE="UTF-8"
