No, it is not possible.  The TL tree comes from many people who, as a
matter of reality, use different encodings.  A decent editor needs
to be able to deal with that.

The idea that any single encoding will ever be used by even a majority
of people is, in my opinion, is a chimera.  At least in my lifetime.
