Yes.

    How inconvenient is it for other people to not have xindy/asy? 

Shrug.  I have no way to know.  Life goes on.

    Is it worth me downloading/compiling sources for all the dependent
    tools (clisp and it's dependents) to make a tool that _I_ might not
    want to use?

It's up to you.  You're the volunteer doing the work, so you get to
decide :).  There are plenty of other platforms that do not provide them.

    So I assume that the bottom line is that I send a tgz of the armhf
    binaries to somewhere.

Yes, please send me a url (not the tarball :).  If you have somewhere
public that I can just link to, that would be good, else I can put it on
tug.org.

We'll integrate the new platform into TL when we start the 2013 builds.
