There are anyway several changes that already might help:
- current install-tl automatically sets the default repository to
  mirror.ctan.org if you install from DVD or svn checkout or similar
  methods (option that can be disabled).

- current install-tl also allows for
	-select-repository
  which gives you in principle a list of mirrors ordered by 
  continent-country

- current (tl2012) tlmgr gui still has the problem that the
	"load other repository..."
  does not provide this information, but if you go to
  	Options->General
  and edit your location, the drop down menu already presents
  the same Continent-Country mirror list.

- I will try to fix tlmgr gui so that the 
	Load other repository
  shows the dropdown list of mirrors, too.

Is the above a feasible solution?
