[tlbuild] sparc-linux (bigendian?) failure in icu

Looks like `maketexstring' truncated to 8 chars - strange?  I wonder how TL
was ever built on a system with such limitations.

Oh, well.  So some ARCHs disappear and get replaced by new ones such as Arm.
