You can use the build script in XeTeX git:
http://xetex.git.sourceforge.net/git/gitweb.cgi?p=xetex/xetex;a=blob;f=build.sh

It should work with texlive tree as well (xetex's tree is essentially a
subset of texlive's), or you can clone the xetex repository and build
from there.
