[tlbuild] compilation problem: curses

After libncurses5-dev has been installed, dialog builds without
problems. However I closed the notebook during night instead of
leaving it open and wait if the whole build would succeed, so I will
have to wait for a few more hours to see if the whole build will
succeed.

Just a question.  The machine spent two or three hours compiling (it
was probably running some other jobs, but nonetheless) before it
realized that curses.h file was missing on the system. Would it be
feasible to catch a few of such cases (including fontconfig) somewhere
closer to the beginning of building process? Maybe it is too difficult
to implement, in which case you may safely ignore my request.
