[tlbuild] Cannot compile on OpenSolaris

So I have tried to use cc and CC (not gcc and g++) to compile TeXLive. It
stopped at the same point,
but then I did a

$ cd Work; make

and it started working. However, it stopped with the following message:

Of course this does not mean that the previous error was fixed, it was just
ignored and compilation proceeded,
