[tlbuild] build failure on x86_64-linux (gcc4.4) since ICU 4.4

Does the original ICU 4.4 release (the tarball, not a packaged port, which might have modified things) build successfully on your machine? If so, it would be interesting to compare logs of the configure stages from that and from the version in TL.
