[tlbuild] zzlib.h not found by luatex since r16968

Hi,

Since r16968, compilation fails due to zzlib.h not being found. Here is the last
command and first error:

I assume the include path needs to be adapted. I don't understand anything to
autotools, so I'm not trying to fix it myself.
