[tlbuild] Configure issues with texlive-20091107

So why don't you simply start the installer from the DVD, or download 
the installer for TL2009 from the net and install TL2009 directly
from the network?

Is install-tl script *within* the same directory where all the texmf
trees are, as well as the tlpkg directory?
