[tlbuild] Rebuilding lcdf-typetools

Hi everyone,

I have committed a temporary fix to the lcdf-typetools Makefile.in
that adds
	-DHAVE_KPATHSEA=1
(thanks Akira for reminding me!) to CFLAGS and CXXFLAGS.

If anyone as time and energy please check out and rebuild, and 
as usual send Karl/me update binaries, or only the lcdf-typetools
binaries.

I am sure that Peter will implement a better solution in due time, but
I wanted to have a fix now.
