[tlbuild] Failure building libsigsegv-2.6 [1.7]

 From Cygwin list [1], it seem that on Cygwin-1.7, 'libsigsegv-2.6' does 
not build any more OB. Since this library is needed to build Clisp-2.48 
which needs to build TL2009 with xindy support, doesn't it mean that, on 
Cygwin-1.7, TL2009 does not support xindy OB?
