[tlbuild] rebuilding for TL'09

Some final (I hope) fixes to the binaries have been made: Taco updated
MetaPost, and I increased a constant in pdftex and fixed an allocation
bug in bibtex.

None of them are hugely critical showstoppers, but it'd be nice to have
them.  So please rebuild if you can and send me the url to your new
binaries as usual.

By the way, a final (I hope) Asymptote release is being prepared even as
we speak, so our final build for that (on the platforms that are going
to provide it) can also happen shortly.  I'll announce here when it's in.
