[tlbuild] asymptote build

I have seen that on Cygwin, running

$ asy.exe --version

or something similar, creates the directory '.asy' in $USERPROFILE [1]
and not in $HOME! Is this the right thing?

[1] Usually $USERPROFILE is 'C:\Documents and Settings\pippo' (it hasn't
a Cygwin equivalent), instead $HOME is '/home/pippo', i.e. in windows
style: 'C:\cygwin\home\pippo'.
