[tlbuild] How should xetex find texlive fonts?

Last night, I did a fresh build on Cygwin 1.5 (now it builds OB!) and a 
fresh installation:

in which /d/tl2009/ is a fresh rsync of ftp://tug.org/texlive/tlnet 
(excluding 2008), but still got two errors for xetex:
