[tlbuild] there are two copies of ps2eps in the repository, and the installed one is outdated

    the installed version of ps2eps is version 1.61:
    Master/texmf/scripts/ps2eps/ps2eps.pl
    Build/source/texk/texlive/linked_scripts/ps2eps/ps2eps.pl

    but there is a newer version 1.64 in the source tree which is not installed:
    Build/source/utils/ps2eps/ps2eps is version 1.64

Glad you noticed.  I eradicated the stale version.  The makefile in
utils/ps2eps should install it and we'll get the new version when we
start committing binaries.

If there was no C program involved, we could handle it better. 
So it goes.
