It works in cygwin-1.7:

$ uname -a
CYGWIN_NT-5.1 laptop 1.7.0(0.210/5/3) 2009-05-06 14:21 i686 Cygwin
$ mkdir temp::temp
$ ls -al|grep temp
drwxrwxrwx  1 kbrown       None        0 May 10 22:11 temp::temp
