[tlbuild] TeX Live builds -- second summary [updated sources]

I'm not sure if this is still an issue ...

    dsttmp=$dstdir/_inst.$$_
    in 'texlive-source/build-aux/install-sh'

We use the standard install-sh from GNU.  So any change has to be made
upstream.  Furthermore, it would seem the same problem would be
occurring for lots of other packages under Cygwin.

    So the trick is to use, in the above line,
    dsttmp=$dstdir/_inst.$$.

If we should pursue this, please say, and I'll ask about it.
