[tlbuild] xetex not being built

BTW, here's the complete list of binaries which were built during a
"default" TL build two months ago but are not built anymore (just in
case some of them should not have disappeared...):

    lambda
    mf-nowin
    omega
    oxdvi
    texlua
    texluac
    xelatex
    xetex
